Once we get this Philippine bill out of the way I will be able to give you some definite information,'! re marked Senator Allison some time ago when I asked him of the probably date of adjournment, but the Senator is more at sea than ever now and so is everyone else at the Capitol. Repre sentative Payne who, in his capacity of Chairman of the Ways and Means Committee, should introduce the ad journment resolution, assured me yes terday that he had not even given the matter any thought and Representa live Cannon stated that "no one had the slightest idea when they would get through." The fact is that the reu. publicans are badly divided and there is almost no prospect of harmony. The consideration of the Philippine bill in the House is a source of grave concern to the party leaders but the Cuban reciprocity bill is causing even more anxiety. Daily conferences are being held be tween the administration Senators and the "Elkins' boxers", as Senator Piatt calls the beet sugar senators, bat noth ing is accomplished and the "boxers" assert that they will be successful in the end. The President has had nearly all of the recalcitrant senators at the White House and has used his most strenuous arguments on them without avail. Now he talks of se nd in a special message to Congress urg- mg concessions to Cuba. He character izes his opponents -as "obstinate to the last degree" and they say that the President will learn that they "are n m to be bulldozed." What the end will be no man can say but one result is certain and that is that Mr. Roosevelt is rapidly losiog any influence be may have bad as a party leader in Congress and the dem ocrats are going to gain by his persis tence and by the subservient allegiance to Mr. Oxnard which his opponents are displaying. The Republican leaders in the House are meeting with unexpected resistance to their wishes in regard to the Philippine bill. It had been their intention to report a rale which would compel the adoption, with compara tively little debate, of the Lodge bill in place of the bill framed by the In sular committee bat those representa tives who became awakened to a reali zation of their power by the beet sugar revolt have given notice that they do not intend to be coerced and the lead ers are none too confident of their own strengtn. The Speaker has set the consideration of the Philippine bill for June 18 h in hope that the lateness of the date will make the majority more supine as a result of their anxiety to adjourn, but there are a number ot members who, having once felt their power, propose to exercise it. The House bill is by no means as autocratic in its provisions as the Senate measure. It provides for a Philippine congress, the upper house to consist practically of the Philippine Commission and the lower house to be elected by the peo ple; whereas the Senate bill, as I have before pointed out, simply continues the present autocracy of the Presi dent. The House bill also provides for the establishment of a gold basis for the currency of the islands, where as the Senate measure continues and extends the currency on silver basil. The differences in the House bill have strong advocates affd it is doubtful if they will yield even to the scourging of the party whip. Daring the final hours ot the Phil ippine debate in the Senate, Senator Culberson presented some official pa pers, the most important being the let ter of a private soldier, Andrew K Wier, formulating charges against on? Lieutenant Arnold. This letter had reached the War Department a year ago, and their had followed ad inves tigation which resulted in a report from Capt. P, W. West, who stated that "a thorough investigation would substantiate Weir's charges,' that Ar nold had at least condoned cruel and inhuman treatment of prisouers. Oo receipt of Capt. West's report, General Miles recommended that Arnold be court-martialed but evidently his rec omroendation was ignored for nothing further transpired until the 22nd of May when Sinator: Culberson intro duced a resolution calling on ahe Sec retary of War for a copy of Weil's charges. This resolution resulted in the announcement that Arnold bad been ordered before a court-martial, after having continued in the exercise of his official liantftorUr for a fall year after thelfhg olhVeifi charger. Why Secretary Root had failed to act on General Miles' recommendation and court martial Arnold is not disclosed. There is, however, a sequel to the tale. - Senator Culberson, by some n? I omraendatton and read them in tie I Soate:onrJrjne 2nd. Root is, ol course, intensely angry at this expos ure of the workings of his department and is conducting an investigation to ascertain how copies of these papers were obtained and Senator Beveridge, by a remark which he considered he had best have eliminated froot the Congressional Record, directly impli cated General Miles by asking Cnl- bersoo if he obtained the. papers from Mile. Culberson denied that he had done to bat it is known that every ef fort is being mad by Root to implf- cate Miles and if he socceeds the Pre idem will doubtless immediately re tire the General. It may be that such Star-chamber proceedings are necessa ry concomitaats ot. an imperialistic policy bat the suppression of the facts, the ignorance of the General Com mandmg the Army and the failure to act 00 the con6rmed charges of bra. tality and inhumanity against an army officer will inevitably incense the pe-i pie and disgust them with the present administration of the War Depart ment. The past week in the Senate has been devoted to the consideration ol the Nicaraguan .canal bill and in the House to the discussion of the Wll for the protection of the President. The latter will be followed by representa tive Lacey's bill, transferring the cos tody of the Forest Reserves from th Department of toe Interior to the D partroent of Agriculture and it is ex. peered that it will be followed by the Irrigation bill, which has already passed the Senate.
